PS Consulting managed the preparation of claims under a French-language contract on behalf of an international joint venture to construct 360km of new railway in Western Algeria. The works included earthworks, drainage, bridges, retaining walls, track-work, stations, signaling, telecommunications and maintenance facilities.
Under this contract, the joint venture was responsible for the development of the detailed design based on preliminary designs provided by the employer. The claims centered on insufficiencies and inconsistencies in the preliminary design, partly due to recent urban development, which caused parts of the design to be outdated. PS Consulting’s task, which was to identify, develop and prepare claims for extensions of time and additional costs, involved collating and coordinating information from the 11 member companies of the joint venture (of four different nationalities), each with its own corporate culture and systems.
