Launch of the International Center of Excellence

The Mouvement des Entreprises de France (MEDEF), or “Movement of the Enterprises of France” hosts the formal launch of the International Centre of Excellence on PPP policies, law and institutions in Paris.

In order to give a fresh impetus to the  implementation of core public infrastructures  service projects (ex: power, water, transport, urban services, and others public services) in emerging economies and LDCs which are essential for their sustainable economic and social development, the international community has decided, under the aegis of the United Nations Economic Commission for Europe (UNECE), to establish in France the International Centre of Excellence for PPP policies, law and institutions affiliated to the UNECE International PPP Centre of Excellence.

Marc Frilet, head of the management committee at GcilA, has played in integral part in the development and execution of the Centre of Excellence. The Centre will develop an international network of public and private experts to work in a coordinated manner and to address all the key issues and challenges common to many emerging economies and LDCs which are preventing the development of pipelines of Infrastructure Concessions and other PPP projects. This systematic approach will permit the formulation of authoritative, innovative and an integrated set of policies, legal concepts, framework legal provisions, procedures, standards and related training and assistance programmes.

The International Centre of Excellence in France is built on the principle of equal participation between public and private sector and is directing towards achieving a common set of best practices and standards that can be the foundations for effective PPP enabling environments in these countries. This initiative is extremely timely because in September 2015 the UN General Assembly will adopt the Sustainable Development Goals which will highlight the need to eradicate poverty in the next generation and which will require a massive transfer of funds to poor countries that will only be achieved on the basis of strong and transparent legal and regulatory frameworks.

The launching event will take place in Paris at the MEDEF headquarters on May 21st, 2015.
